EXTRACT FROM THE POSITION

on the organization of the educational and production process at the Educational Institution "Gomel State Automobile Training Center"

  

GENERAL PROVISIONS

 1. Educational establishment "Gomel State Automobile Training Plant" (further Institution), is a government agency, providing training, advanced training and retraining of personnel in working professions.

7. Location of the Institution:

Republic of Belarus, 246027, r. Gomel, Prospect Rechitsky, 11.

8. The main activity of the Institution is the provision of training services, advanced training and retraining of drivers of motor vehicles of all categories, in accordance with the requirements of the relevant unified programs, at a high professional and quality level.

9. When providing services, the Institution is guided by:

9.1. the current legislation of the Republic of Belarus, including:

By the decree of the President of the Republic of Belarus from 28 November 2005 r. No. 551 "On measures to improve road safety";

By the Resolution of the Council of Ministers of the Republic of Belarus from 31.01.2006 r. No. 120 "On some issues of the implementation of training activities, retraining, advanced training of MTS drivers ";

Unified programs, approved by the resolution of the Ministry of Transport and Communications of the Republic of Belarus from 04.12.2014 year No. 41 (Further – Programs);

State standard of the Republic of Belarus STB 2191.1-2011 "Preparation services, retraining and advanced training of drivers of motor vehicles ". Part 1. Primary requirements;

State standard of the Republic of Belarus STB 2191.2-2011 "Preparation services, retraining and advanced training of drivers of motor vehicles ". Part 2. Requirements for conducting examinations in educational organizations;

The Charter of the Institution, as well as this Regulation.

10. Services for the training of drivers of motor vehicles are provided by the Institution on the basis of certificates of conformity, registered in the register of the National Compliance System of the Republic of Belarus.

ORDER OF WORK, DISCIPLINE AND RESPONSIBILITIES OF STUDENTS

 11. The working hours of the Institution are determined by the Internal Labor Regulations.

12. Reception and training of students are carried out on the basis of concluded contracts.

13. Contract to be concluded, for the provision of training services (retraining) drivers of motor vehicles, comes into force from the moment it is signed by the parties and is valid until the parties fulfill their obligations, but not more than six months from the date of the final examination in the study group, the list of which includes the listener.

14. Each student is obliged to provide the following documents to the training unit before the start of training:

document, proof of identity (passport, residence, refugee certificate), or a permit for temporary stay in the Republic of Belarus (for foreign citizens);

medical certificate of the established form on fitness for driving power-driven vehicles of the category requested upon registration;

two photos, the size 3,5 x 4,5 cm., printed on matte paper;

for persons, who have expressed a desire to undergo training under retraining or advanced training programs for MTS drivers - a driver's license and a coupon to it.

15. Each student is obliged to comply with the requirements of the Internal Labor Regulations of the Institution, observe safety precautions, comply with fire safety rules, prevent damage to the property of the Institution. For violation of these requirements, the listener is responsible in accordance with the legislation of the Republic of Belarus.

STUDYING PROCCESS

 16. The teachers of the Institution conduct classes on the subjects "Rules of the road" (Traffic rules), "Basics of vehicle management and traffic safety" (OBD), "Construction and operation of cars (UEA), "Legal Basis of Road Traffic" (ПОДД), classes on the subject "Pre-medical care for victims of road accidents" (DMP), and masters of industrial training in MTS management - in the subject "Driving" with groups of students in days and hours, according to the approved schedule of classes.

17. Masters of industrial training in driving a power-driven vehicle (Further – master) draw up and agree with each listener a weekly schedule (class schedule) on the subject "Driving" and are obliged to strictly observe it.

18. The size of the study group, including listeners, transferred for training from other groups, should not exceed 30 human. The transfer of students from one group to another is formalized by order. In this case, the transferred student makes an additional payment for the number of hours of classes, which he has to go through again.

19. Training at the Institution is carried out in accordance with uniform programs, on the basis of which curricula are drawn up for each group of students, undergoing training.

20. Duration of an academic hour of theoretical studies – 45 minutes.

21. The duration of the lesson during the day with one student in practical training in driving a car - no more than two hours (by 60 min.), including time for setting tasks, summarizing, paperwork and change of students (no more 10 minutes from every hour), excluding time for thematic control, provided by the Program.

22. Listener, missed more 15% classes or interrupted training for valid reasons: болезнь, confirmed by a document of a healthcare institution; business trip; death of close relatives; registration or dissolution of marriage; being in a remand prison; participation in a trial – by agreement with the Institution can be transferred, subject to the requirements of paragraph 18 of this Regulation, on the basis of a written application, to graduate from another group, but not more than one translation per course.

23. Service contract, concluded between the Institution and the audience, can be terminated unilaterally, with the expulsion of the student from the study group, without reimbursement of the payment made by him at the time of deduction for: violation of the Customer's obligations, provided by the articles of the concluded agreement; pass without good reason more 15% occupations; failure; being in the classroom in a state of alcoholic or drug intoxication; actions, caused by any reason, that impede effective and safe training.

24. Listeners, having arrears in passing the established credits or who have not received positive marks in the final classes in subjects, or did not complete the program in the subject Driving a car in full, or who did not fulfill the conditions for payment for the service provided, defined by the terms of the contract –  not allowed to final exams,

25. Failure to pass the theoretical or practical final exam from the first submission, the listener has the right to retake, the date of which is set no earlier than five days later, not counting the previous, with payment of each subsequent attempt in the amount of, set on the day of delivery.

26. Occupation, missed by the fault of the Institution, is worked out at a time convenient for the listener without additional payment.

27. The Institution has a five-point system for assessing the knowledge of students. In this case, the estimates: 5 ("excellent"), 4 ("OK"), 3 ("satisfactorily"), and negative: 2 ("Unsatisfactory") and 1 ("Extremely unsatisfactory"). This differentiated system is used in assessing knowledge as, in theoretical classes, and practical, including, during control checks (credits, slices, comprehensive audits, oral interviews). When carrying out offsets, non-differentiated resulting scores "credited" may be used, "Not credited", and when conducting control cuts and thematic control on the subject “Driving a car” - "was passed", "Not delivered".

PROCEDURE FOR CONDUCTING CONTROL CHECKS OF KNOWLEDGE OF LISTENERS

 28. To determine the quality of preparation of each student in individual subjects, the subjects of subjects and the assessment of the knowledge gained are credited, control slices, thematic control, final lessons.

29. Credits at the Institution can be taken using a PC with special software installed, in writing (by tickets) or by the method of oral questioning using test items. The form of acceptance of credit is determined by the decision of the management of the Institution.

30.  PC or ticket credits (in writing) accepted by the teacher with three tickets, including ten questions on traffic rules, OBD, ПОДД, DMP (depending on the topics studied).

31. Offset, accepted by PC or by ticket, considered passed, if three tickets (thirty test items) no more than two mistakes were made in different tickets.

32. Offset, verbally, considered passed, if the completeness and correctness of the student's answers to the questions posed were at least 80%.

33. If the first attempt to pass the test was not used at the time set for this, the listener may be asked pass credit per day, assigned by the teacher as part of the class schedule of the study group, the list of which includes the listener, using no more than one attempt, in the presence of a teacher;

in case of an unsatisfactory result of passing the test on the first attempt, the listener may be asked re-pass the credit without paying, at the time additionally established by the Institution for such purposes. Provide the opportunity to pass the test on the third attempt, with payment for an additional course of study in the amount of at least one hour, in the amount of the cost, established in the Institution on the date of delivery.

34. The total number of repeated attempts to retake one test cannot exceed four. The fourth attempt is final, credit is accepted in the presence of the commission, which includes the teacher of the study group, Director of the Institution or his deputy, as well as other interested and invited persons may be included in the commission.

35. In case of failure to pass the test on the fourth attempt, the student is expelled from the study group by order of the Institution with the wording "for poor progress", the contract for the provision of services with him is terminated unilaterally without reimbursement of the tuition fees paid at the time of deduction.

36. If the student has three simultaneously not passed tests, he is suspended from classes in the subject “Driving a car”. In this case, the Institution is not responsible for the failure to timely fulfill the student's practical driving training program and, Consequently, failure to submit on time as part of a study group for the final and qualifying exams.

37. In theoretical subjects of the unified curriculum for the period of the training course in the training groups of MTS drivers using a PC, seven tests are carried out according to the previously completed theoretical course:

test No. 1 chapters 1-6 Traffic rules;

test No. 2 attachment 2-3 Traffic rules;

test No. 3 chapters 7-13, attachment 1 Traffic rules;

test No. 4 chapters 8-12, 19 Traffic rules;

test No. 5 chapters 14-18, 20-25, 1-6 Traffic rules;

test No. 6 chapters 26-27, attachment 4, attachment 2-3 Traffic rules;

test No. 7 OBD, provision of first aid, chapter 13 Traffic rules.

38. In theoretical subjects of the unified curriculum for the period of the training course in the groups of retraining and advanced training of MTS drivers using a PC, four offsets are carried out according to the previously completed theoretical course:

test No. 1 chapters 1-6 Traffic rules;

test No. 2 attachment 2-3 Traffic rules;

test No. 3 chapters 8-12, 19 Traffic rules;

test No. 4 OBD, provision of first aid, chapter 13 Traffic rules;

39. Listeners, not passed the tests in full, to pass the admission to the final exam, and also not allowed to the exam itself.

40. For the final assessment of the students' knowledge of the complete course of theoretical subjects of the unified training program (retraining and advanced training) the institution is admitted to the final exam.

41. Admission to the exam in the Institution can be carried out using a PC, in writing (by tickets) or by the method of oral questioning using test items.

42. Admission to the exam using a PC or ticket (in writing) carried out with three tickets, including ten questions on traffic rules, OBD, ПОДД, DMP.

43. Admission to the exam by ticket (in writing or using a PC) considered passed, if no more than one mistake was made in three tickets;

44. Admission to the exam, verbally, considered passed, if the completeness and correctness of the listener's answers to the questions posed were at least 80%.

45. The number of attempts to retake the admission to the exam is not limited.

PRACTICAL TRAINING ON DRIVING A CAR

46. The admission of students to the beginning of practical classes in the training groups of MTS drivers, on the subject "Driving", carried out not earlier, than after studying the following topics: "Basic concepts and terms. Duties and rights of road users "of the subject of traffic rules and" Methodological bases for the use of vehicle controls "of the subject of OBD".

47. Classes on the subject "Driving" are prohibited during the academic hours of theoretical studies.

48. Participants are not allowed to participate in practical driving lessons:

not passed the test by topic, listed in paragraph 46 of this Regulation;

not carrying an individual book of hours of practical training in driving (further - an individual book);

late for the practical lesson more than 15 minutes (the lesson is considered invalid and worked out after additional payment);

have not paid for fuel in accordance with the established procedure, used for driving training.

49. Registration of the actual hours worked and the exercises performed for practical training in driving a car is carried out in an individual book, in the waybill and in the consolidated statement of fuel consumption.

50. An individual book is drawn up for each student and kept with him throughout the entire period of training.

51. Lesson on the subject "Driving", missed by a listener for no good reason, paid as additional according to the calculation and worked out at the time agreed with the senior foreman of the Institution.

52. If the listener signs a blank waybill, falsification of the lesson - the lesson is considered invalid and is worked out by it after additional payment according to the calculation.

53. Students are given the right to pay for additional lessons on practical training in driving a car according to the calculation. To receive additional classes, the student must apply to the educational part of the Institution with a written application. Within three working days after payment made, the master makes a schedule with the student for an additional lesson.

54. To determine the quality of the acquired skills by each student and knowledge of the topics of the subject "Driving", assessment of the knowledge gained, final classes are held (thematic control), the results of which determine the readiness of each of the students and the study group as a whole for the final exam.

55. For listeners, insufficiently mastered driving techniques after completing all the exercises in full within the practical training course, provided by a single program, based on the results of thematic control, additional classes are offered for an additional fee.

56. Disputed issues between student and person, conducted thematic control, the conflict commission decides, created by order of the head of the Institution.

PROCEDURE FOR CONDUCTING EXAMINATIONS AT THE INSTITUTION

 57. Exams at the Institution are held no later than 10 days after students have completed the training curriculum, retraining and advanced training of drivers in the requested field of study.

58. Examinations are accepted at the Institution by the examination committee, whose composition is determined by order of the head.

59. Students are admitted to the exam, have passed and mastered the Program in full, passed the established tests, who received positive final marks in all subjects of study, received (passed) admission to the exam, as well as those who completed the program of the subject "Driving" in full and received positive marks as a result of thematic control.

60. Basic conditions and requirements for the exam (his retake) in the Institution are regulated by the State Standard of the Republic of Belarus STB 2191.2-2011 "Preparation services, retraining and advanced training of drivers of motor vehicles ". Part 2. Requirements for conducting examinations in educational organizations.

61. Listeners, passed the exam at the educational institution (theoretical and practical part) are presented as part of the current groups for passing examinations in the traffic police (in accordance with the established schedule for the Institution).

62. Listeners, did not pass the exam at the Institution (theoretical or practical) are admitted to the repeated exam on the days established at the Institution for retake, or with the next groups, or, as an exception (by decision of the head, whether a responsible deputy), individually.

63. Re-theoretical and (or) a practical exam at the Institution is scheduled no earlier than five days from the date of the previous exam for an additional fee.

64. Re-admission of the practical exam involves a theoretical exam, if since the previous passing of the theoretical exam more than 30 days, during which the student must answer one ticket, including questions on traffic rules, OBD, PODD and DMP.

65. The number of attempts to retake the theoretical exam at the Institution is not limited.

66. Listeners, failing the practical exam in three attempts, to the next exam are allowed only after additional practical lessons. Additional practical lessons are conducted in accordance with the approved schedule for an additional fee.

67. Based on the results of examinations, the Institution draws up a protocol of the examination committee in 2 copies, which is signed by the chairman and members of the commission, the head of the Institution, sealed by printing and subject to storage in accordance with the nomenclature of files of the Institution.

68. For listeners, successfully passed the exam at the Institution, a certificate of the established form is issued. The receipt of the certificate is certified by a signature, who received it, in the minutes of the examination board. In case of loss of the certificate or impossibility of its further use, the Institution issues its duplicate on the basis of a written application from the owner of the certificate. Payment for a duplicate is made according to the established cost.

PROCEDURE FOR REPRESENTING STUDENTS IN MEO GAI

 69. In the case of a positive passing of the exam at the Institution by the student within the established time frame, The institution represents the student as part of the study group for passing the qualifying exam in the traffic police department, who registered the study group. The date and time of the qualification exam for each specific group are established by authorized traffic police officers.

70. In accordance with the Instruction on the procedure for taking qualifying exams for the right to drive a power-driven vehicle (excluding wheeled tractor), approved by the resolution of the Ministry of Internal Affairs of the Republic of Belarus from 22.02.2011 r. № 67, as amended by the Resolution of the Ministry of Internal Affairs of the Republic of Belarus from 27 june 2013 r. №278, taking qualification exams, the issuance and exchange of driver's licenses is carried out by the REP GAI at the place of residence of citizens or at the place of stay in cases, if citizens, in accordance with the law, are required to be registered at the place of stay (registration). It is allowed to take exams at the REP GAI at the location of the educational organization, in which the person was trained.

71. The institution, for a fee, provides the student with a training vehicle for passing the qualification exam at the MEO GAI ATC of the Gomel City Executive Committee.

72. The provision of a training vehicle for re-passing the qualification exam is carried out in agreement with the administration of the Institution for an additional fee and in time, established for the Institution, agreed upon by the schedule for taking qualifying exams in the traffic police department.

PAYMENT FOR ESTABLISHMENT SERVICES

 73. The amount and procedure of payment for tuition is established in accordance with the contract, concluded between physical, legal entities and the Institution.

74. The procedure for accounting for vehicle fuel consumption, used in teaching, produced in accordance with the Instructions, approved by the resolution of the Ministry of Transport and Communications of the Republic of Belarus.
